What is a MINTRA statutory audit for?
It's the mechanism that verifies your Occupational Health and Safety Management System isn't just paperwork — that it's actually applied and effective at preventing workplace risk. It's required under Article 43 of Peru's Occupational Health and Safety Law (Law No. 29783), and can only be performed by an independent auditor registered with Peru's Ministry of Labor and Employment Promotion (MTPE).

Frequency is set by Article 15 of Supreme Decree 014-2013-TR: every 2 years for employers with high-risk activities, and every 3 years for the rest. It has been mandatory since January 1, 2015.

In practice it serves two purposes: it demonstrates compliance in the event of a SUNAFIL inspection, and it reveals the real gaps between what's documented and what actually happens on the plant floor — medical exams, training records, monitoring, risk matrices, effective PPE use — with enough time to fix them before they turn into a fine.
What is the ITSE Certificate and what is it for?
ITSE (Technical Building Safety Inspection) is the municipal evaluation that verifies a facility meets the structural safety, systems and fire-protection requirements for the economic activity it will carry out. It's issued by the district municipality where the facility is located.

It's not the same as the operating license: the license authorizes the activity, while the ITSE certifies that the building itself is safe for that activity. Both are required.

The order depends on the facility's risk level: for low and medium risk, the inspection follows the license; for high and very high risk, it must happen first. It applies to commercial and industrial premises, warehouses, offices, schools, healthcare facilities, hotels and venues with public gatherings, among others.

What exactly does a statutory HSE audit include?
A review of the management system against the regulations currently in force for your sector and operation, identification of legal gaps and operational risks, and a report of prioritized findings. It's never delivered as a bare list — every finding states the requirement that wasn't met and the action that closes it.
Does the audit replace a SUNAFIL inspection?
No. No private audit replaces state enforcement. What it does is get ahead of it: it identifies the same non-conformities a government inspector would find, with enough lead time to fix them before they result in a fine.
What happens if the audit finds serious non-conformities?
You're informed immediately, without waiting for the final report, and the finding is prioritized by legal exposure and operational risk. The goal isn't to flag observations — it's to close them: every critical finding comes with a specific corrective action and a recommended deadline.
Do you work with operations outside Lima?
Yes. Audits have been carried out at plants and operations across Peru, Colombia and Guatemala. Within Peru, with regular presence in Lima, Trujillo and Chiclayo. Scope and format — on-site or hybrid — are defined based on location and audit type.
